Without your own verified numbers, the EU falls back to its own default emission values — and those defaults sit well above what most real installations actually produce. Real reductions with no data trail behind them are worth nothing at the border. Twenty years ago, exporters needed ISO certification to stay competitive. What's now becoming the same kind of baseline requirement is a verified carbon footprint — and the gap between the exporters who have one and the exporters who don't is only going to widen.
Most exporters read CBAM as "report your own factory's emissions." It isn't. Under the EU's own methodology, when an input you buy is itself a defined "precursor" good, its embedded emissions travel with it into your number — and if that precursor was itself made from another precursor, the calculation recurses again, tier after tier, until there's no precursor left to trace.
It isn't hypothetical. Industry reporting on aluminium supply chains already describes exactly this: an OEM importing a finished component can be legally required to reach past its direct supplier, past that supplier's own fabricator, to get verified emissions data from a smelting plant several tiers removed — one it's never spoken to — because that's where a real share of the product's embedded emissions actually sit.
Get a tier wrong, or simply can't reach that far upstream, and the EU doesn't leave the gap blank — it fills it with a default value. By regulation, no more than 20% of a complex good's embedded emissions can come from estimates like that. The rest has to be real, sourced, verifiable data, from every tier that touched your product before it reached your gate.
